Senior human resources department inspector
Sr. HR Specialist is in charge of the human resources services and implementation of controls in HR management with 250+ personnel (Locally Employed staff, American and Eligible Family Members) on payroll to ensure compliance and proper application of the Department of State HR regulations. Strategic HR Planning and Management ● Provide on-going guidance, interpretation and technical support to management in the area of HR management. ● Provide accurate and sound technical analysis to the management and HR planning process in the office as it relates to budget planning, staffing, organization design, and change management. ● Liaise with the HQ divisions to support and contribute to corporate HR strategy formulation and local implementation; ● Advise on the applicability of new policies to adherence to local labor legislation. ● Provide feedback and make recommendations to the senior management on the establishment and improvement of systems and internal controls, planning and change management and resolution of HR issues and problems. Policy Implementation and HR Administration ● Maintain equity, transparency and consistency in the interpretation, determination, implementation, and administration of HR policies, procedures and guidelines on all HR related matters applicable to the staff. ● Ensure timely, equitable, transparent and systematic administration of all HR benefits, entitlements, contracts renewal and termination, performance management, promotions and other HR activities. ● Support supervisors and management in dealing with serious performance management issues and in exercising employee relations issues. ● Oversee administration the performance management program, provide counselling to address performance issues and recommend corrective measures. ● Serve as an expert in pay administration - processing of all types of personnel actions in WebPASS Post Personnel system. ● Oversee administration of awards and recognition program: solicitation of nominations, technical review, approval process through Joint Country Awards Committee, awards ceremonies, documentation flow, process of payment and enclosure to performance folders. Serve as an expert advising supervisors and agency chiefs of criteria and eligibility requirements. Compensation and Benefits Plan Administration ● Ensure that Local Compensation Plan to include benefits and allowances are updated based on the comparator’s data; Conduct salary and benefits surveys; maintain good working relations with the mission’s counterparts and comparators. ● Coordinate multi-million dollar Defined Contribution Fund (Retirement Plan) with headquarter office in DC and Global Financial Office Bangkok. Confirm resigned participant lists for quarterly disbursement, identify debts to be offset if needed, advise on participation eligibility. ● Provide analytical reporting and statistical data for annual compensation HQ questionnaire. Recruitment, Selection and Placement ● Take the HR lead to support recruitment and orientation processes: Coordinate recruitment processes, orientation, onboarding, training and development planning. ● Oversee development and review job descriptions and formulation of recruitment strategies; ensure adherence to recruitment policies, and that HR communications are appropriate, and handled confidentially, when required. ● Support, implement and administer the effective and timely recruitment processes in the hiring, developing and retaining the best talents available to support the strategic human recourses needs of the organization. ● Promote equity, transparency, and consistency in the selection and placement of staff. ● Oversee student internship program- planning slots with hosting departments and Agencies, announcement, solicitation of responses, interviewing, selection, onboarding, mentoring during a duration of internship program. Position Management and Classification ● Implement and administer the equitable, transparent and efficient job classification system in compliance with the established job classification policy, guidelines, procedures and related requirements. ● Certified MClass classifier, serve as dedicated position evaluator assigning grade levels for locally employed positions and Eligible Family Member positions. Capacity Building and Career Development ● Develop and deliver HR trainings based on the strategy and current organizational and staff needs. Target audience includes – functional, department, or section groups of employees. Provided regular briefings for Agency chiefs and the Front Office and training for supervisors. ● Develop and support capacity among country HR staff. ● Implement timely and effective staff learning and development programs and briefing on career management to all locally employed staff in order to strengthen their capacity building and advance career development planning. ● Determine training and learning needs in consultation with the post’s senior management in order to identify organizational competency gaps and gender imbalances. ● Plan and arrange regional operations workshops/learning programs for organizational competency building. ● Advises on staff learning/development, career development, coaching and counseling. Staff and Management Relationship ● Support and advise management and staff as appropriate to improve the relations and resolve the issues. ● Provide administrative support to the staff-management bodies in the capacity of HR focal point in the office. Inter-agency Cooperation, Networking and Partnerships ● Ensure active coordination of HR initiatives with other agencies. ● Maintain effective and steady communication or working relations with the chiefs of all agencies at post to seek harmonization. Travel coordinator
Travel/Visa Coordinator ● Serve as Post’s primary liaison with the implant travel management center (TMC); provide oversight of TMC to include developing standard operating procedures; monitor TMC contractor’s performance to assure compliance with contract clauses and with US Government Travel regulations; improve the effectiveness of the Travel unit and TMC services by ensuring procedures, policies and notices, and new information are up-to-date and well disseminated; monitor the flow of information between Embassy employee/customer, the TMC, authorizing officials and the contracting officer; ensures necessary paperwork and invoices are ready for Financial Management Center payment. ● Serve as primary liaison with major airlines, hotels, and transiting/conference facilities, transportation companies, VIP lounge at Manas International airport. ● Responsible for contract management, including negotiations and drafting agreements, in coordination with contracting officer and Procurement unit, for post’s travel-related contracts such as the outsourced vehicle program, airport taxi service, hotel rates and conference services. ● Arrange conference/training events at local facilities; negotiate service and rate. ● Oversee travel-related services for VIP visits and is an information resource for control officers, site officers, and advance team contacts. ● Provide advice and/or policy about GSO services for VIP by sharing post policy, local practice and protocol standards. ● Is a key point of contact for problem solving GSO- and Travel-related issues when planning for VIPs by attending and contributing to countdown meetings. ● Perform the function of the Travel Visa support, Accreditation of American diplomats. ● Using resources available at post perform a variety of General Services resources support duties in connection with personnel visas/ diplomatic accreditation and ID for the Americans and FSN staff. Communicate with other embassies and local government officials in order to process Embassy employee’s visa for travel to other countries.
